Respected Chief Minister Sir,
Kerala is a model state in India and the world in terms of democratic development and local self-governance. With the 73rd Constitutional Amendment transferring power to Panchayats and Gram Sabhas, Kerala has taken it forward through effective implementation. The Six-volume manual on Local Self Governance published by the Kerala Institute of Local Administration (KILA) clearly defines the role, responsibilities, and functioning of Neighbourhood Sabhas, stating they should function as the basic unit of Gram Sabha and Ward Sabha.
However, Neighbourhood Sabhas currently lack legal backing and are often ignored or left as a mere concept without being implemented effectively in many Panchayats. It is essential to make Neighbourhood Sabhas a legally mandatory system to ensure people's participation and "Governance from below".
We humbly request:
1. Amend the Kerala Panchayat Raj Act to legally recognize Neighbourhood Sabhas.
2. Ensure mandatory formation and functioning of Neighbourhood Sabhas under Ward Sabha/Gram Sabha in Panchayats.
3. Issue a circular specifying roles, functioning, and responsibilities as per KILA's manual.
This will strengthen the bond between people and local governance, making Panchayat plans and expenditures more democratic and transparent through 'Neighbourhood Participation'.
We believe under your leadership, Kerala will set another example of democratic revival.
