The residents of The Colony deserve both public safety and personal privacy. These values are not mutually exclusive.

Recently, the City of The Colony implemented Flock Safety automated license plate reader (ALPR) cameras throughout our community. While these cameras are intended to assist law enforcement in investigating crime, many residents were surprised to learn that this technology was deployed without widespread public awareness or a direct opportunity for meaningful community input.

Technology that records and analyzes the movements of thousands of law-abiding citizens should be subject to the highest standards of transparency, accountability, and public oversight.

This petition is not about preventing law enforcement from investigating crime. It is about ensuring that surveillance technologies are governed responsibly and with the informed consent of the community they serve.

We respectfully ask the Mayor and City Council to:

✔️Hold a public hearing dedicated to the Flock camera program.
✔️Publish all policies governing camera use, data sharing, and data retention.
✔️Release annual transparency reports detailing system usage and outcomes.
✔️Establish independent auditing procedures to prevent misuse.
✔️Require public notice and City Council approval before expanding surveillance technologies.
✔️Review the effectiveness of the program on a regular basis using measurable public safety outcomes.
✔️Create opportunities for residents to provide ongoing feedback regarding surveillance technologies.
✔️Government transparency builds trust. Privacy protections preserve liberty. Responsible oversight strengthens both.
