Council are forcing us to send in an individual complaint, so I sent in Northern Powergrid's answer, our petition and our demands. This is the answer I got, which is quite frankly insulting, and doesn't sound like they've got their act together yet. See my answer below hers.

Thank you for your query about Nile Street.

 

Northern Powergrid need to lower their utility cables prior to the paving being reinstated. 

 

A permit is in place for this work to take place from 10 July, once completed the paving will then be reinstated.

Good Morning. 
                           You seem to have missed the information I gave re the complaint, and the whole point of the complaint. I.e. This has been left in a dangerous state for a year come July, so we very reasonably ask for the following and also furnished you with the following information. 1.) We ask that a temporary footpath cover be installed now until the works can be done. 2. ) We asked for a timetable of works. i.e. START and FINISH date. 3.) Northern Powergrid have said that they have no pending jobs in Nile st. 3.) You claim that Northern Powergrid need to lower their cables and a permit is in place for 10th of July. Northern Powergrid have said that they have no work pending there. 
So since Northern Powergrid have no work pending, your date of the 10th of July  does not sound at all  likely.
We understand that there can be difficulties in coordinating big projects, but this has gone on for a year, and is seriously affecting businesses, and is seriously dangerous to pedestrians. It is a serious blot on our small town that cannot be ignored, and we residents in the surrounding area are angry at the threat it poses to the amenity of a town centre we value.
Again, I ask for an immediate installation of temporary footpath, and a timetable of works, mainly a START date and a Finish date.
