DNA tests are given immediately upon arrest in 22 states in the USA. It is time for New York State to join that group of advanced states. DNA testing upon arrest, whether a person has been proven guilty or not, has many extreme benefits to society. The most important benefits of immediate DNA testing are:
A) clearing innocent prison inmates, especially those on death row
B) finding serial rapists and serial killers. Currently, in 2011, there are approximately 200 unfound serial killers in the United States, including in New York.
C) Finding other criminals, such as arsonists
D) solving cold case files

 This law will be used only for testing DNA to see if a person has raped or murdered. It will not be used for drug charges unless the person with drug charges can also be charged with rape or muder.
