The Issue
As a social work student, I have had the privilege to work closely with first responders and individuals in recovery from substance use disorders. Every day, I witness the immense challenges they face—challenges that most people in society do not encounter daily. The exposure to trauma, high stress, and the immense emotional burden of continually safeguarding our communities takes an enormous toll on their mental health. These experiences have given me a deep insight into the unique struggles faced by first responders and others in recovery.
In New Jersey, a significant hurdle they must overcome is the restrictive limits imposed on their recovery journey. Individuals who are covered under the State Health Benefits Plan (SHBP), administered by Horizon Blue Cross Blue Shield, frequently encounter limits on the duration they can spend in residential addiction treatment. While the traditional and clinically recommended duration for such treatment programs is 28 days, insurance policies often only approve stays of approximately 21 days.
This restriction is not based on an individual's readiness to exit the program but rather on insurance authorization decisions. This discrepancy denies many individuals the comprehensive care and time they need to take significant strides towards recovery. Cutting treatment short can have dire consequences, leaving individuals vulnerable to relapses and undoing their hard-fought progress.
Statistics have consistently shown that longer stays in addiction treatment facilities lead to better outcomes.
