Eurovision Failure to Maintain Voting Rules
The Issue
As was witnessed during the voting at the Final in Malmo, of the 36 Juries eligible to vote, a total of 26 Juries gave zero points to Israel. Of those 26, 16 were from countries in which the public, in bewildering contrast, awarded Israel with 10 or 12 Points.
As this outcome couldn’t be dismissed simply as co-incidence, the signatories of this petition demand that the governing body urgently investigate the failure in maintaining the body’s own rules and procedures, (see further info below), in particular ; A) The possible failure to maintain a strict set of criteria regarding the professional background of the individuals within Juries, B) The possible failure of Juries to make their assessment on how to vote based on the second dress rehearsal of each show, and C) The possible endemic failure resulting in a significant number of Juries not being free from bias, external influence or foreign perspectives.
Can the Eurovision Governing Body give assurance that the Juries are evaluating the entries on the basis of performance, the voice, the composition, the arrangement, the production, the lyrics, or anything that make up the components of a song competition and not anything else?
We believe that the consequence from the failure of the governing body in maintaining some of its core rules and principles was to enable a totally inappropriate conspiracy within the Eurovision community in which Israel, its citizens and Jewish communities around the world were allowed to be victimised by the organisation and the international Juries that are part of the event process. Clearly this should be prevented from happening again.

Participation in the contest is governed by the Eurovision Song Contest Rules, however, in Malmo, some rules were very clearly broken. The most significant of these broken rules relates to the conduct of individual Jury Members in each National Jury regarding the basis of how they should vote on the song contest participants.
On the Official public website of the Eurovision, it states as follows ( (https://eurovision.tv/about/in-depth/fairness):
“Each jury, as well as each individual jury member, must meet a strict set of criteria regarding professional background, as well as diversity in gender and age. Additionally, judges pledge in writing they will evaluate the entries based on a set of criteria and state that they are not connected to any of the contestants in any way that could affect their ability to vote independently. …… The juries vote on the basis of the second Dress Rehearsal of each show, which takes place the night before each live show. Each judge should vote independently and no discussion about their vote is permitted. An independent notary oversees the jury gathering, to assure all regulatory procedures are being followed”.
Elsewhere on the website, within rules, it states as follows (https://eurovision.tv/about/rules):
“When voting, Jury Members shall use all their professional skill and experience without favouring any Contestant on the account of their nationality, gender or likeliness and shall be free from bias, external influence foreign perspectives or pressure (including but not limited to betting odds or public opinions). The sole reference for their judgment must be the performance of the Acts during the second (Jury) Dress Rehearsals of the respective Shows.
