The Issue

I’m tired of seeing animals in our community being neglected and abused, with no substantial measures in place to protect them. Every day, countless innocent animals suffer in silence, and their abusers often go unpunished or even hidden from public accountability. I believe we urgently need an animal abuse registry in New Mexico.

An animal abuse registry would serve as a powerful tool to prevent further cruelty. By making information about convicted animal abusers accessible to law enforcement, shelters, adoption centers, and pet organizations, we can help prevent these individuals from obtaining animals and committing further acts of abuse. In states like Tennessee and New York, where similar registries have been implemented, animal protection organizations report a notable decrease in repeat offenses.

Animal abuse is not just a local issue, it impacts entire communities. It is a well-documented fact that individuals who harm animals are statistically more likely to commit other violent crimes. An animal abuse registry would not only protect animals but could help enhance community safety at large.

Creating this registry in New Mexico would involve the collaboration of various stakeholders including lawmakers, animal welfare agencies, and the community. Thank you for writing to me and for sharing your concerns about animal abuse and neglect in New Mexico. I too am an avid animal lover and I’m often thinking of ways the legislature could better protect and improve their wellbeing. Animals deserve to be treated with care, dignity, and respect. When they are neglected or abused, it reflects a failure to protect vulnerable living beings and to uphold the kind of safe and compassionate communities we all want to live in. I share your belief that animal cruelty should be taken seriously and have consequences. I also appreciate you raising the idea of an animal abuse registry as one possible tool to strengthen accountability and help prevent people with a history of abuse from causing further harm. Any proposal like this would need thoughtful input from animal welfare organizations, shelters, law enforcement, courts, and community members to make sure it is effective, enforceable, and fair. I think this could be an effective concept, and I would like my office to be kept in the loop on this effort. I think it will be helpful to see any New Mexico data as well as reports from states who have implemented this. I am grateful to constituents like you who continue to push for stronger protections for animals.
