Establish a Fair and Equitable Permitting System for City Parks

The Issue

Cities are defined by their communities, and community events are often the heart of this identity. However, it has come to notice that there is no distinction between the permitting requirements for different parks in Ottawa, regardless of their size and features. Currently, it does not differentiate between a musical festival at Mooney's Bay, a vast beach park spanning 48.6 hectares, and a small local craft market at Emond Park, a considerably smaller community-based location. This lack of fairness undermines the community spirit that Ottawa values.

So, we propose the creation of a recognized subclass of city parks that alters the cost of permits based on factors such as park square footage and features. A smaller craft market should not have to meet the same financial requirements as a large music festival. This approach would allow for a more equitable system and give greater support to smaller local community events.  

Moreover, we recommend a policy that offers free permits to local residents and community members living within a certain radius of the park. This addition will facilitate and encourage neighborhood involvement in community programming and activities, promoting the city's social fabric. This would still enable the city to collect fees from non-local groups or associations while encouraging community bonding and growth. 

In conclusion, establishing a new, fair, and equitable subclass system for city parks in Ottawa is an essential step towards recognizing and supporting all the diverse community events that bring life to our public spaces.
