Limit number of breeding dogs owned by one individual. Stop puppy mills!
The Issue
Indiana currently has a law that kennels not require to be licensed until they reach 20 unaltered female dogs. And with in that law, there are no limitations on the amount of litters a female is allowed to produce. Some females are being bred from the time of their first heat cycle until they are near death. Furthermore, dogs are only required to have a space their exact length x length in which they can be contained in on these puppy mills. They are able to be housed in shelters with grated floors which is not good for their feet. This can cause cutting and deformation of their feet as they age. As a result of a lack of oversight, dogs are being held in deplorable conditions in puppy mills to monetarily profit individuals without regard for their breeding stocks lively-hood. Dogs are an emotional species and require love and attention to flourish.
It is the belief of the majority that the amount of dogs that one facility is able to care for physically and emotionally is far below 20 females. It is the belief of the majority of people that they should not remain in kennels with or without runs for the duration of their lives. It is also the belief of most people that there be a limit on the amount of litters one female should be allowed to produce. It is the belief of the majority that puppy mills are inhumane and the laws need to change.
I petition that the state rewrite the law that there should be no more than 5 breeding females on one property. I also petition that dogs not remain in kennels outside of a whelping period of 8 weeks at no more than two times per year. Breeding shall cease after 6 litters maximum. Furthermore I petition that the indoor areas that contain these dogs be three times the length and width of the dog with an outdoor run no less that three times the length by ten times the length of the dog. I petition that the indoor area have only solid surface with bedding, no woven wire or crate flooring.
These terms are just the beginning of what needs to be done to ensure the well-being of breeding dogs. They are a bare minimum. My goal is to raise an awareness to the lack of laws to safeguard animals in our state. Sign this petition if you are in agreement and want to be heard. The laws need to change!
