Superseding Administrative Branch: We urge lawmakers in The State of Texas to amend legislation so that the code of criminal procedures supersedes any actions taken by the administrative branch within DPS regarding license reinstatement fees. By doing so, we will ensure fair treatment for all individuals seeking their driving privileges back.

2. Time Limit on Fee Collection: We propose implementing a new rule within DPS's administrative branch that renders any outstanding reinstatement fee uncollectible after 15 years without being collected from an individual who had their driver's license suspended or revoked. This time limit will prevent excessive financial burdens from haunting individuals indefinitely and allow them an opportunity for a fresh start.
