The Issue

Women and girls in Afghanistan are being subjected to a systematic and expanding system of gender-based oppression and exclusion from education, employment, and public life.

This is not a temporary policy shift. It is a structured system of gender apartheid that is dismantling women’s access to basic rights, opportunities, and visibility in society. Millions of girls have been denied access to secondary and higher education. Women are being removed from workplaces, restricted in movement, and pushed out of public participation. Entire life paths are being permanently disrupted based solely on gender. The scale and continuity of these restrictions demonstrate a coordinated system of institutionalized discrimination that is producing long-term harm across an entire generation.

The international response has not matched the severity or urgency of this crisis. Statements of concern are not sufficient while conditions continue to deteriorate.

We call on the United Nations, member states, and the Organization of Islamic Cooperation to take immediate and coordinated action to:

  • Stop gender apartheid and oppression
  • Restore full and unconditional access to education for girls and women
  • Removing systemic restrictions on movement
  • Establish enforceable accountability mechanisms and measurable international pressure

We demand urgent and coordinated international action to dismantle the ongoing system of gender apartheid in Afghanistan and restore fundamental rights without further delay.
