For millions of animals across China and Southeast Asia, this is not imagination—it is reality.
As someone who feels passionately about animal welfare, I am deeply disturbed by the ongoing lack of meaningful animal protection laws in China and Southeast Asia. Every year, millions of animals suffer in silence due to neglect, abuse, and the absence of enforceable legal protections. This petition seeks to give a voice to those who cannot speak for themselves.
Animals—regardless of species—deserve to live free from cruelty. Yet across parts of China and Southeast Asia, animal welfare laws remain limited, fragmented, or poorly enforced. According to organisations such as Humane Society International and Four Paws International, countless animals endure extreme suffering in conditions that would be considered unacceptable in many other parts of the world.
One of the most disturbing examples of this cruelty is the use of live animals for entertainment and profit. Investigations highlighted by PETA have revealed animals being placed inside claw machines and arcade-style games in shopping centres, confined in small plastic boxes for hours or even days. These animals are often kept in darkness, deprived of adequate food, water, and oxygen, and treated as disposable prizes rather than living beings.
Beyond this, animals are frequently kept in cramped cages with no space to move, used for tourist attractions, or subjected to abusive “training” methods that rely on fear, pain, and deprivation. Many are forced to perform or carry humans for hours without rest. Others are sold on the streets as food, often kept in overcrowded, unsanitary conditions before being slaughtered.
The scale of suffering is staggering. It is estimated that over 30 million dogs are killed annually in Asia for the meat trade, according to Humane Society International, with millions more cats facing similar fates. Reports from World Animal Protection suggest that many of these animals are stolen pets or strays, transported long distances without food or water. In some cases, animals spend days confined in cages so small they cannot stand or turn, leading to injury, dehydration, and death before slaughter.
In China, there is currently no comprehensive national animal welfare law protecting pets or many wild animals from cruelty. Similarly, while some Southeast Asian nations have legislation, organisations such as RSPCA highlight that enforcement is often weak, with limited inspections and minimal penalties failing to deter abuse.
This is not only an animal welfare issue—it is a global ethical concern. The continued mistreatment of animals damages international perceptions and highlights an urgent need for reform. More importantly, it reflects a failure to uphold basic standards of compassion and humane treatment.
The urgency of change cannot be overstated. Governments must take immediate action to introduce and enforce comprehensive animal protection laws. This includes:
Strong legal penalties for abuse and neglect
Regular inspections of markets, entertainment venues, and breeding facilities
Bans on the use of live animals in cruel entertainment practices
Regulation and humane reform of animal trade industries
Public education campaigns to promote empathy and responsible treatment of animals
Collaboration with international organisations such as Humane Society International, World Animal Protection, and Four Paws International can provide the expertise needed to implement meaningful and lasting change.
