Emergency Funding Needed to Save Kentucky's Overcrowded Animal Shelters
The Issue
Right now, animal shelters across Kentucky are in crisis. Overflowing kennels, staff stretched to their limits, and heartbreaking choices being made every day — not because people don't love their pets, but because they simply can’t afford to keep them.
Soaring inflation and economic hardship have forced too many Kentuckians into an impossible position: give up a beloved pet or fall further behind on rent, groceries, or medical bills. As a result, shelters are taking in more animals than they can humanely care for, with no end in sight.
These aren’t just numbers — they’re family dogs and cats, confused and scared, waiting for help that isn’t coming fast enough. And shelter workers are sounding the alarm: they don’t have enough space, funding, or staff to manage the surge.
We need the state of Kentucky and local governments to act now by providing emergency funding to animal shelters facing overcrowding. This funding would help cover essential needs like food, medical care, temporary foster programs, and more humane housing solutions. It would also support pet retention programs that help struggling families keep their animals during tough times.
This isn’t just an animal welfare issue — it’s a community issue. Pets bring comfort, emotional support, and joy. In many homes, they’re the only family someone has. Helping shelters stay afloat and keeping pets with their families whenever possible is the compassionate, responsible, and cost-effective choice.
We urge Governor Andy Beshear, the Kentucky General Assembly, and local county officials to allocate emergency funding and long-term support to address this growing crisis. Let’s step up before the system collapses further — and more animals, and families, are forced to suffer.
Please sign and share this petition. Together, we can show that Kentuckians care — and that we believe every pet deserves a safe place to land.
