Eliminate Capitated Billing for Ontario Doctors

The Issue

As one of many people significantly affected by the capitated billing practice in Ontario, I've seen firsthand how it impacts access to timely medical care. Doctors are allowed to add clients to their roster, thus drawing a flat salary whether or not the patient visits yearly. Operating times are often limited to just four days a week, leading to fewer available appointments.

In Ontario, capitated billing is incredibly prevalent. Instead of getting paid for each interaction with a patient, the healthcare providers are paid a set amount for each patient on their roster, leading to skewed incentives. The Ontario Medical Association states that approximately 55% of family physicians in the province are paid through capitation models. This billing model discourages doctors from investing the necessary time and effort into their patients.

Currently, many practitioners limit their operating hours due to the security of earning a flat salary, thus leading to a decrease in accessibility for patients. This puts undue stress on those seeking medical help, potentially leading to further health complications.

It's time we start ensuring patients have the access they need when it comes to medical appointments. We respectfully request the governing bodies to eliminate capitated billing and shift towards a fairer and more transparent billing model that directly correlates the billing to the rendered health services.
