Edgewood Health Rehab Facility near Springbank Schools, Daycares and Youth Activities
The Issue
OPUS Corporation, the owner of 90 Commercial Court, have applied for a development permit to accommodate their tenant Edgewood Health Networks (EHN) mental health and addictions rehabilitation centre. The facility is situated approximately 50 meters from Springbank Dancers Studios and Acrobatic Studio, 450 meters from Calgary Changemakers Elementary School, 700 meters from Springbank Cottage Child Care day care, and 750 meters from Springbank Middle School and Elbow Valley Elementary. This facility will provide day and overnight medical treatment for addictions services (inclusive of active detoxing patients, drug and alcohol addictions, and sexual addictions) and mental health care to individuals who are free to come and go from the facility at any time. EHN does not have legal authority, nor security measures to prevent their clients from leaving the facility or interacting with the most vulnerable members of our community (children) in extremely close proximity to their facility. The design of the EHN treatment center can accommodate 40 patients for 24 hour care plus more clients for day programs.
The original Development Permit (PRDP20221653) for occupancy was rejected by Rocky View County (RVC) on the basis that EHN would be operating an "Inpatient" treatment facility allowing for overnight accommodation of medically supervised clients which is not permitted under the current B-REG zoning. At the time of rejection EHN/Opus filed an appeal which was reviewed by Rockyview Subdivision and Developments Appeals Board (SDAB) who subsequently granted the appeal of Development Permit PRDP20221653 that RVC had already rejected. This provides OPUS a development permit until December 31, 2025. Opus has also filed a Site Specific Amendment (PL20220121) wanting to change the usage of the location to include "Medical" as a definition under the B-REG bylaw to allow them to operate any inpatient Medical facility at this location currently and in the future. This Site Specific Amendment is currently sitting with RVC and will go through a public hearing process no sooner than January 2023.

Every person who signs will represent one rejection when this application is brought before Council in January 2023.
