This petition is to establish the signatures necessary to request the United States Attorney General to reduce the sentences of the entire FCI ELKTON's population because of their increased risk of Covid-19 infection. Since this outbreak there have been numerous deaths, problems, and news stories surrounding this prison. There was an inmate who accessed a cell phone and posted a video showing the conditions there, several inmates have relayed the deplorable conditions and it just continues to get worse. The Federal Public Defenders sent a letter to the Attorney General and Director of the BOP stating the issues at hand and that they need a nationwide overall because they aren't prepared to combat this outbreak!!!

Hello, my name is Edmund Hodges 21746-424. Not many things can be worse than spending over 15 years in prison while simultaneously enduring the loss of both parents. However, with the arrival of the new year arrived something 100 times more devastating, "Covid-19". A pandemic without bounds. Currently I'm still housed in what has been classified as the epicenter of The United States prison system, "Federal Correctional Institution Elkton", In Lisbon Ohio. We are the largest populated federal Prison in the United States. I've served over 15 years of my life at this institution. As Elkton's longest serving resident, I refuse to let negligence be the cause of my death with only months left to serve. With over a decade and a half served I've witness only 2 to 3 natural deaths at Elkton. However, in just over a week that figure has tripled. Currently the Elkton Covid-19 related death toll exceeds 8 with dozens hospitalized with almost 20 on ventilators. Covid-19 infected Inmates occupy more than an entire floor at the local hospital. On site the national guard has set up a real-life M.A.S.H hospital to handle the overflow of sickness. How I ask, do over 100 inmates fall ill, dozens critical and so many have died in less than 10 days. How did Covid-19 get to us? How do we defend ourselves against an opponent that controls all our moves? How do we practice social distancing when our living quarters are structured against regulation simply for the purpose to house more inmates? Just yesterday I witnessed the arrival and departure of ambulances, repeatedly coming and going, carrying other vulnerable inmates away. Currently I'm being held in what the institution calls "The Quarantine unit". We call it a dirty gym floor, No phone, No shower, No cleaning supplies. Medical has not checked on us in days. Staff laugh when we requested the essentials stating, “You’re the lucky ones, you’re going home". In his most recent memo Attorney General Barr choose me and 25 other inmates to be evaluated for immediate release because of health-related issues. I can only assume that list has more. But my fear is that I will be sent back to infected units because no staff is available to process the release procedures. I ask that whoever reads this message, make all with in your reach aware and demand the "Compassionate Release" of the entire ELKTON population. All detained here currently have release dates with in the next 15 years. Our average age is 40 years or older and as a requirement all inmates had to maintain good conduct for at least 18 months before entering the population. Not one single inmate was sentenced to die behind these walls. Sign our online petition at the address below.
