In 2015, the Global Health Security and Biodefense Unit responsible for pandemic preparedness was created under the Obama administration, which operated under the National Security Council (NSC), and was intended to detect and contain bio-threats at their source. 

The team was disbanded in 2018, with some parts of the team merged into other units within the NSC: While this reorganization might have seemed a good idea at the time.  We've seen with SARS CoV-2, that serious harm could result without the ability to properly contain such a pandemic at its source.

Since periodic outbreaks and pandemics are considered to be inevitabilities, it's vital to reconstitute this unit so, if any other pandemics occur, it can avoid disabling the whole country.
