John Rice Carter is a seasoned American politician, lawyer, and former judge, serving as the U.S. Representative for Texas's 31st congressional district since 2003. A member of the Republican Party, Carter's district encompasses the northern suburbs of Austin and Fort Cavazos. Born in 1941, Carter earned a Bachelor's degree in History from Texas Tech University and a Juris Doctor from the University of Texas. Before entering Congress, he served as a judge for Williamson County District Court from 1982 to 2001. His extensive legislative experience includes continuous terms in the U.S. House of Representatives, where he has been actively involved in shaping policies and representing his constituents' interests at the national level.
