Federal Criminal Enforcement

It is a crime for one or more persons acting under color of law willfully to deprive or conspire to deprive another person of any right protected by the Constitution or laws of the United States. (18 U.S.C. 241, 242). "Color of law" simply means that the person doing the act is using power given to him or her by a governmental agency (local, State, or Federal). A law enforcement officer acts "under color of law" even if he or she is exceeding his or her rightful power. The types of law enforcement misconduct covered by these laws include excessive force, sexual assault, intentional false arrests, or the intentional fabrication of evidence resulting in a loss of liberty to another. Enforcement of these provisions does not require that any racial, religious, or other discriminatory motive existed.

October 30, 2015 A 911 call was placed reporting that “someone had shot themselves” and when asked if the individual was alive, they responded “I do not know”. Not once did the caller state it was a suicide or that Alec was dead.

THEY HAD BEEN DRINKING ALCOHOL – SOME PROVIDED BY THE OWNER OF THE PROPERTY, AND SMOKING WEED DURING THE COURSE OF THE NIGHT.

Howard County arrived on scene first, followed by Hempstead County, Ambulatory Services and the Corner.  This death scene was treated as a SUICIDE – not once did law enforcement INVESTIGATE the death.  At the scene it was declared a suicide.  THE VICTIMS TRUCK WAS LEFT UNSECURED AT THE PROPERTY OWNERS HOUSE, WITH EVIDENCE STILL IN IT.

HEMPSTEAD COUNTY SHERIFFS OFFICE returned to the father of Alec Littlefield the suspected weapon, still in its evidence bag among other items in 2016. 

ON THURSDAY MAY 17, 2018 SHERIFF JAMES A. SINGLETON sent the father of Alec an email ASKING IF THE EVIDENCE – SPECIFICALLY THE GUN – WAS STILL IN THE SAME CONDITION FROM 2016 -REQUESTING THE EVIDENCE BEING RETURNED TO HIM!!

HOW IS THIS JUSTICE? HOW CAN THE EVIDENCE BE ADMITTED INTO ANY POTENTIAL COURT CASE – IT CANNOT!!

In JAN 2020 the NEWLY elected Corner David Peters changed cause of death from SUICIDE TO ACCIDENTAL WITH A CONTRIBUTING FACTOR OF ETHANOL INTOXICATION.

A BRIEF SUMMARIES OF FAILURES: 

During the course of the evening the following occurred:

·       Allowed all FOUR (4) witnesses PLUS THE PROPERTY OWNER to gather together and write their statements without law enforcement present and was not recorded.

Did not:

·       Take finger prints of witnesses on scene

·       Perform a gunshot residue test of witnesses on scene

·       Secure the victims vehicle (reported scene of the crime)

·       Keep witnesses separated until statements were provided

·       Properly tag, bag and log evidence from scene

·       Contact DA to request a warrant to take photos of witnesses, fingernail scrapings, review for signs of a fight

The father of Alec made multiple requests for an approved FOIA, so he was able to obtain the reports. As a result of his dedicated efforts to find out the truth, the Hempstead County Sheriffs office called to deliver the autopsy report to this grieving father. During the course of the call the father identified that his son could not have shot himself at that particular RIGHT-HANDED angle, Alec was LEFT-HANDED and did not shoot with his right hand.

THIS IS A FAILURE BY ALL LEVELS OF AUTHORITY IN ARKANSAS; DOCUMENTED IN LETTERS AND EMAILS THE FOLLOWING AGENCIES REFUSE TO ENFORE THE LAW: AK AG RUTLEDGE, ARK STATE POLICE CRIMES AGAINST CHILDREN, HOWARD COUNTY ARKANSAS SHERIFF, AND HEMPSTEAD COUNTY ARKANSAS SHERIFF.

THEY MUST BE INVESTIGATED THIS IS NOT THE LAST OR ONLY CRIME MISCATEGORIZED.
