The Issue

Restore Accountability in Baltimore County Government

 

Baltimore County residents deserve leadership that is present, professional, and accountable. Todd Crandell Retiring was not a surprise to many of us because over the past two years, serious concerns have emerged regarding the conduct and capacity of Councilman Todd Crandell to effectively serve the public. These concerns are not based on rumors, but they are grounded in documented facts, including:

  • A 2024 police response to his council office, where reports described him as highly intoxicated and in possession of a firearm
  • A 2025 protective order filed by a family member, citing safety concerns related to alcohol use
  • Multiple leaves of absence and treatment stays for substance-related issues

Most recently, residents observed behavior during a public meeting that appeared to raise similar concerns again. In April 2026, he appeared inebriated during session as documented in Time to resign

 

This is not about partisanship. This is about public trust, safety, and governance.

 

Substance use disorder is a real and serious medical condition. It deserves compassion, treatment, and support. But holding public office is a responsibility, not a right. When repeated incidents raise concerns about one’s ability to serve, action must be taken. The ongoing silence of our elected leaders is disturbing.

 

We Call for Immediate Action

 

We, the undersigned, respectfully demand:

 

1. Immediate Resignation

Councilman Crandell should step down to prioritize his health and allow District 7 residents to have full, consistent representation.

 

2. Establish Clear Standards for Service

Baltimore County must enact laws and policies that:

  • Address dereliction of duty and impairment while performing official responsibilities
  • Define consequences for conduct that undermines public trust
  • Ensure timely review and action, not political protection

 

3. Create a Transparent Removal Process

The County Charter should be amended to allow:

  • Removal or suspension of elected officials for inability to perform duties
  • A clear, fair process, including due process protections and judicial review

4. Strengthen Oversight and Accountability

  • Require independent review mechanisms, such as Inspector General involvement
  • Mandate public reporting when incidents impact governance
