For the Suspension and Removal of Israel from the United Nations on Grounds of Genocide and Grave Breaches of International Law

Preamble

We, the undersigned, acting in the name of human dignity, justice, and international peace, submit this petition to the United Nations to call for the immediate suspension and removal of the State of Israel from the United Nations. The continued acts of mass killings, displacement, and collective punishment against the Palestinian people in Gaza constitute what the Convention on the Prevention and Punishment of the Crime of Genocide (1948) defines as genocide.

The United Nations Charter was established to safeguard peace, security, and fundamental human rights. No Member State can remain within this body while systemically violating the very principles that the UN was founded upon.

 
International Law Violations

  • Genocide (Genocide Convention, 1948, Articles II & III):
    The deliberate killing of members of a national, ethnic, racial, or religious group; causing serious bodily or mental harm; deliberately inflicting conditions calculated to bring about its destruction; and forcibly transferring children. Numerous credible reports and humanitarian organizations have documented these elements in Gaza.
  • Grave Breaches of the Fourth Geneva Convention (1949):
  • Collective punishment (Article 33) Attacks on civilians and civilian infrastructure (Articles 27, 32, 53) Targeting hospitals, schools, refugee camps, and humanitarian workers

UN Charter (1945):

  • Article 1: Violation of the purpose of maintaining peace and security
  • Article 2(4): Prohibition on the use of force against the territorial integrity of peoples
  • Article 55 & 56: Breach of obligations to promote human rights
    Customary International Law & Rome Statute of the International Criminal Court (1998):
  • Acts of extermination, persecution, and inhumane treatment (Articles 6 and 7, Crimes Against Humanity).
     

Precedent and Procedure

The General Assembly has the authority to suspend and recommend expulsion under Article 6 of the UN Charter, which states:

“A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.”


While Security Council veto politics often paralyze action, the Uniting for Peace Resolution (1950, A/RES/377A) empowers the General Assembly to act collectively when the Security Council fails to discharge its responsibility to maintain peace and security. This precedent allows the General Assembly to take extraordinary measures, including suspension of privileges and recommending expulsion.

South Africa’s apartheid regime was effectively isolated and suspended from UN organs through General Assembly action (1974), establishing a precedent for cases of systemic, state-sponsored oppression and crimes against humanity.

 
Why Removal Is Necessary

  • Moral Consistency: Allowing Israel to remain undermines the legitimacy of the UN as a guardian of international law.
  • Protection of Civilians: Removal is a necessary step toward halting impunity and safeguarding innocent lives.
  • Global Security: Continued violations fuel instability across the Middle East and beyond.

Accountability: Expulsion pressures Member States to comply with international humanitarian and human rights law.
 
Petition Demands

We, the undersigned, demand that:

  • The United Nations General Assembly invoke the Uniting for Peace Resolution (1950) to circumvent Security Council paralysis.
  • Israel be suspended immediately from participating in the work of the UN until it complies with international humanitarian law.
  • The General Assembly recommend Israel’s expulsion under Article 6 of the UN Charter for persistent and grave violations.

The International Criminal Court be supported in full investigation and prosecution of individuals responsible for genocide and crimes against humanity in Gaza.
 
Conclusion

The legitimacy of the United Nations rests upon the courage to enforce its own Charter. Failure to act against genocide risks reducing the UN to irrelevance. We therefore urge the Member States of the United Nations to take decisive action now—remove Israel’s membership until it ceases its crimes and abides by the rule of law.
