After 4 months and 27 days – that’s 21 weeks, 3,528 hours, 211,680 minutes of endless waiting and 12,700,800 seconds of unwavering hope – my family is still tangled in the frustrating web of the Interstate Compact on the Placement of Children (ICPC) with the Jackson County Mississippi Department of Human Services (MDHS). The tiresome delays, confusing processes, and opaque decision-making have taken a toll not only on our patience but also on the well-being of the children involved.

Mississippi is failing its children. The Mississippi Department of Human Services (MDHS) has been negligent in complying with both state and federal laws concerning ICPC placements. Children and families like mine are suffering as a result of delayed decisions, denials, and outright disregard for the legal protections meant to safeguard the welfare of minors. It’s time for accountability and immediate rectification.

The ICPC is an essential agreement among all U.S. states to ensure that children who are placed across state lines receive adequate protection and services. However, when states like Mississippi fail in their duty to adhere to these standards, it undermines the purpose of this compact, leaving families in turmoil and children at risk.

Statistics indicate that approximately 443,000 children are in foster care in America, and those requiring interstate placements are particularly vulnerable when agencies fail to act efficiently and in compliance with the law. Delays in processing ICPC requests can result in prolonged stays in foster care, which research shows can lead to emotional, psychological, and educational setbacks for the children involved.

We are urging the Mississippi Legislature to take decisive action. It is imperative that the legislature enforces stringent compliance with the ICPC protocols and demands transparency and efficiency from the MDHS. Specific measures should include:
1. Establishing oversight committees to monitor ICPC compliance and process efficiencies.
2. Implementing clear timelines for ICPC application processing to prevent unwarranted delays.
3. Ensuring all involved personnel receive adequate ICPC training to understand and uphold their responsibilities.
