DEMAND JUSTICE FOR OUR LOVED ONE: KEEP A CONVICTED MURDERER INSTITUTIONALIZED INDEFINITELY

The Issue

To the Honorable Members of the Maryland Justice System, the Parole Commission, and all Relevant Authorities:

We come to you today not merely as petitioners, but as a family and community shattered by unbearable grief. Our beloved brother was tragically and unjustly taken from us by a convicted murderer in Baltimore, MD. The pain of that loss is permanent; the injustice we now face is intolerable.

The individual responsible for this heinous crime has served a devastatingly short sentence—just four years—for robbing a life from this world. Four years is not justice. It is not sufficient time to atone for a crime that has inflicted a life sentence of sorrow upon our family and left an unhealable wound on our community.

Baltimore Cannot Afford This Risk

We live in a city, Baltimore, where the fight against violence is a daily struggle. Our homicide rates are among the highest in the nation, and every citizen is rightfully concerned about public safety. Releasing a convicted murderer, regardless of the claims regarding his mental state, is a profound risk that our community cannot, and should not, bear.

Allowing this individual the opportunity for freedom after so little time sends a terrifying message: that a human life is worth less than a brief institutional stay, and that the safety of our streets is secondary to individual consideration.

Mental Health Must Not Undermine Justice

We recognize the vital importance of addressing mental health, but we firmly reject the argument that his condition warrants a return to the streets. The correct course of action for an individual who has demonstrated such a profound capacity for violence must be secure institutionalization.

There are dedicated mental health facilities equipped to manage and treat individuals with severe conditions without exposing the public to danger. His need for treatment does not grant him the right to pose a threat. The only responsible path forward is to ensure he remains in an institutional environment designed to prioritize the safety and peace of mind of the community he terrorized.

Our Demand for Indefinite Institutionalization

By signing this petition, we demand that the Maryland justice system ensures this convicted murderer remains institutionalized indefinitely.

We ask you to stand with us to:

• Honor the Memory of our brother and all victims of violence in Baltimore.

• Protect Our Neighborhoods and the citizens who are tired of living in fear of repeat offenders.

• Affirm the Value of Human Life by rejecting the notion that four years is an adequate punishment for murder.

We implore you: Do not allow this miscarriage of justice. Do not endanger our city. Keep this murderer institutionalized for the safety of all.
