Demand Full Enforcement of Texas' New Consent Law to Protect Students and Survivors

The Issue

Texas finally closed a dangerous loophole in its sexual assault laws. The Summer Willis Act, taking effect this fall, makes it clear: consent must be voluntary, clear, and ongoing. It also protects victims who were intoxicated or impaired — protections Summer Willis herself never had.

Summer was a University of Texas student when she was drugged and assaulted at a party. Her case wasn’t prosecutable under old law. But she fought back. She ran 29 marathons to raise awareness and helped pass this law so future students wouldn’t be silenced like she was.

Now it’s on the state to follow through.

We’re calling on Governor Abbott, the Texas Higher Education Coordinating Board, and every public college and university in Texas to fully implement the Summer Willis Act before it takes effect. That means educating every student on their rights, training staff and campus police on how to apply the law, and making sure survivors know they can now seek justice.

This law means nothing if no one enforces it — and nothing changes if students don’t know it exists.
