The Issue

On February 14, 2025, I was confronted with a scene that no child should ever witness. The lifeless body of my mother, left naked and bloody on the floor of her home. The last known person she was with was a man named Joe McFadden, a name associated with fear and terror in our local community. Despite the overwhelming evidence linking him to my mother and two other women who were also found dead under similar circumstances, law enforcement moved slowly. Joe went on the run for a week, evading capture while my pleas to the police were met with indifference, dismissing my initial reports by not filing a missing persons report for my mother. All of this neglect is unacceptable and highlights systemic issues that need urgent remedy.

Joe McFadden's criminal history is extensive. Repeated failures to register as a sex offender, past incidents of violence against women, and numerous theft charges paint a clear picture of a man who refuses to rehabilitate or adhere to legal requirements. He is also known for not upholding the conditions set upon his release, making him a perpetual threat to the wellbeing of the community.

Sex offenders, particularly those with a history as violent as McFadden's, should be held accountable for their actions. This case calls for more stringent sentencing and monitoring to prevent tragedies like the one my family and others have suffered. Yet, despite the gravity of these offenses, offenders like McFadden continue to walk free, a decision that jeopardizes public safety, particularly for women and children.

Currently, in Rhode Island, there seems to be a gap between the justice that victims deserve and the leniency provided to persistent offenders. Joe McFadden represents a glaring failure in the system to protect the vulnerable. If animal control can euthanize dogs for posing a threat to just one child, human lives surely warrant at least similar precautionary measures.

We must demand that our legal system act more decisively when the potential for harm is clear. Concrete steps should be put in place to ensure these individuals are kept away from potential victims. This includes longer prison sentences, no parole for violent and repeat offenders, and improved coordination between parole officers and law enforcement to adequately supervise high-risk individuals upon release.

Sign this petition to urge Rhode Island lawmakers and law enforcement agencies to hold Joe McFadden accountable and impose stricter controls on violent offenders. Let us stand united to enact changes that will protect our communities and honor the lives of those we have lost. Your support is crucial in fighting this ongoing threat. Please sign, share, and help bring justice.
