Demand Income-Based for Fines for Traffic and Secondary Offenses!

The Issue

Hello My Friends!

     Let me introduce myself. My name is Molly Waugaman, I'm just your average, 37y/o Pennsylvanian with an idea I believe most all would agree upon. Which is nearly impossible in politics. For the most part, Justice Reform and Equality. In the era of changing/modifying, and making new laws, and the younger generation are getting excited and demanding changes of policies/laws that, in some cases, are exceedingly outdated...

     For instance, my idea of how "The System" can change the way to Properly  fine people for "Monetary-Fine Traffic/Secondary Offense Violations". The word Properly, in this particular context, has a few very important meanings. Strong words come to my mind regarding this topic, one in particular: BIASED. Biased against the under-privileged and poor.  I'm sure you can think of someone you know who could not afford a $500+ fees FINE from a traffic violation. This person's outcome? Not being able to pay rent, or car note to get to work, and continuing to rigorously trickle into a downward spiral from there.  More than likely, they've learned their lesson and will never make another illegal move on the road again...

     Now, we have John Doe. He is very wealthy, owns a successful business, has 3 sports cars and in one of them, got the SAME traffic violation as the person mentioned above. Do you think he learned anything after paying cash, in full, to the receptionist as he was on his phone, which cost more than the fine itself? I do not think so. That was mere pocket change to him. More than likely, this man forgot about it as quick as he paid. Not learning anything or experiencing anything negative, really...money solves everything for John Doe. His insurance goes up a few bucks, it has no real impact.

     The reason I am making this petition is to hopefully change the situations about to make the outcome for these violations EQUAL. I believe the way to change this to when ANY citizens that break/violate the law, will have to present your own, personal Proof of Income (just as you would to rent a home, buy a car, etc.) and base your fine off a percentage of your income. This way, it is all equal to everyone and everyone will get to learn their lesson! 

     The purpose of this way of configuring fines to fit income will almost guarantee a decline in ALL Fine-related incidences. Also, it would be a win for the courts as well, more money for running a Stop sign! 

     I would like to thank you so very much for taking your valuable time by reading this proposal, and hope that you Sign&Spread this everywhere! This is as bias as it can get, These fining processes are completely outdated.  Fining needs a revamp in the 2020's to make it make sense when talking about dollar amounts being the same for everyone,** REFINE MONETARY-FINE TRAFFIC/SECONDARY OFFENSE VIOLATIONS**
