Demand a Temporary Shutdown of Flock Cameras in Louisville

The Issue

We, the residents of Jefferson County, are calling on the Louisville Metro Council and the Mayor of Louisville to immediately and temporarily shut down all Flock surveillance cameras operating in our area, and allow the Public to decide whether we turn them back on, or keep them shut off forever.

Right now, there are approximately 300 of these license plate-reading cameras scattered throughout Jefferson County. They have been spotted at major intersections, retail parking lots (like Lowe's and Home Depot), and covering the roadways around the University of Louisville. However, the Louisville Metro Police Department is currently keeping the exact locations of these cameras a secret from the public.

These cameras were brought into our neighborhoods without enough public awareness, transparency, or input. Before we allow a secret surveillance network to continue monitoring our daily lives, we demand that the cameras be turned off until our local representatives take the following steps:

1. Public Choice: Once the public is fully informed and the map is made public, the people of Jefferson County must be asked directly—through a vote or official community input—whether they want these cameras turned back on or banned forever.

2. Total Transparency: The LMPD must release a public map showing the exact location of every single Flock camera. Furthermore, every resident must be clearly informed about what data this system collects, who has access to it, and how long it is stored.

We expect our council members and our Mayor to protect our privacy, not hide things from us. The cameras must be turned off until the community actually gets a say in whether we want to be watched.

Thank you for taking the time to share your concerns regarding the use of Flock Safety automated license plate reader (ALPR) cameras in Louisville. I appreciate your thoughtful perspective on the importance of protecting privacy and ensuring appropriate oversight of public safety technologies. At the same time, it is important to recognize that these cameras have been used as investigative tools to assist law enforcement in locating kidnapped individuals, recovering stolen vehicles, identifying illegal street racers, and apprehending suspects involved in other serious criminal offenses. In many cases, ALPR technology has helped provide timely leads that might otherwise have been unavailable, contributing to public safety efforts and helping victims receive justice. I agree that any technology with the potential to collect and retain data should be subject to clear policies, transparency, and accountability. One important point is that the data collected through Flock cameras is not retained indefinitely. Flock's standard retention period is 30 days, after which the data is automatically deleted unless it has been preserved as part of an active criminal investigation or other lawful evidentiary process. Discussions at both the local and state level have also focused on establishing clear retention limits and safeguards to ensure the technology is used appropriately and responsibly. As policymakers continue evaluating the use of Flock cameras, it is important to balance legitimate privacy concerns with the demonstrated benefits these tools can provide in addressing serious crime and protecting the community. Ensuring strong policies governing data access, retention, auditing, and oversight can help maintain public trust while allowing law enforcement to utilize tools that have proven valuable in protecting public safety.
