Defend Waller County: Stop the Current Proposed Theme Park Location & Special District

We, the undersigned members of the Waller County community, strongly oppose the creation of a proposed special district—referenced in a Notice of Intent submitted to the Texas Legislature by TexasLand USA, LLC. The district, intended to support the development of a large-scale entertainment venue, would be located at the rural intersection surrounding FM 3346, FM 1887, and the surrounding farmland.
This proposal threatens to permanently alter the rural character, environmental balance, infrastructure capacity, and financial stability of our community. Despite the withdrawal of House Bill 5685 earlier this year, the recent announcement of intent to pursue special district legislation confirms that the developers are continuing efforts to advance this project without full community support or transparent local engagement.
Our Concerns
Disruption of Rural Life:
The proposed development would dramatically change the peaceful, small-town environment that defines our area. Increased traffic, noise, and urban-style infrastructure are incompatible with the agricultural and residential nature of our community.
Inadequate Infrastructure:
Rural roads such as FM 3346 and FM 1887 are not equipped to handle high-volume traffic associated with tourism and large-scale commercial activity. Safety risks for local residents, school buses, and emergency services would rise significantly.
Environmental Risks:
The development would put pressure on our land and waterways, risking harm to native wildlife, farmland, and natural flood patterns in a region already vulnerable to drainage issues.
Financial Concerns:
Special districts often redirect public resources to fund infrastructure that primarily benefits private interests. This can lead to long-term fiscal liabilities for the county and reduce available funding for public services like schools, emergency response, and local road maintenance.
Uncertain Economic Benefit:
Despite developer claims, research shows that large-scale theme park developments frequently overestimate economic returns while underestimating costs. The profits often benefit outside investors while leaving the local community with increased expenses and fewer sustainable gains.
Our Community Values
We are not anti-growth. We are pro-community.
We chose this area for its rural integrity, safety, and agricultural tradition—not to become a destination for high-density, entertainment-driven tourism. We support true economic development—investments in career-building opportunities, infrastructure improvements that serve existing residents, and the success of local businesses that reinvest in our community.
Call to Action
We respectfully urge our state legislators and local officials to reject any attempt to establish a special district or enact legislation that facilitates the development of this proposed theme park in our rural community. We call for transparency, public hearings, and genuine engagement with local residents before any legislative actions are taken that could irrevocably alter our way of life.
Remain Vigilant
The withdrawal of previous legislation did not end this effort—it only paused it. The reintroduction of a similar proposal proves that the project may proceed through alternate legislative routes. We must remain proactive, informed, and united.

Petition to Stop the Proposed Theme Park Development and the TIRZ for its financial benefit
We, the undersigned members of the community, strongly oppose the proposed development of a theme park on the rural farm-to-market road intersection of FM 3346 and FM 1887, as well as the creation of a Tax Increment Reinvestment Zone (TIRZ) for its financial benefit.
This project poses a significant threat to our community's way of life, our environment, and our local infrastructure. Our Concerns:
Disruption of Rural Character: The proposed theme park would drastically alter the peaceful, rural nature of our community, introducing noise, congestion, and safety risks to our everyday lives.
Traffic and Infrastructure Strain: The narrow rural roads are not equipped to handle the increased traffic volume that a theme park would bring, posing safety risks and damaging essential infrastructure.
Environmental Impact: The proposed development threatens local wildlife habitats, agricultural land, and the preservation of open spaces crucial to our community’s identity and economy.
Unjust Financial Burden: The use of a Tax Increment Reinvestment Zone (TIRZ) to finance the theme park unfairly diverts public funds from essential services like education and infrastructure to subsidize a private commercial venture.
Misrepresentation of Economic Benefits: Studies have shown that the projected long-term economic benefits of theme parks are often overstated, while the financial risks fall on local taxpayers. Our Community
Values: We moved to this area to enjoy the quiet, rural lifestyle, away from urban congestion. The proposed theme park and the TIRZ to support it directly contradict the reasons many of us chose to live here.
Call to Action: We urge our state representatives and local government officials to reject both the theme park development and the establishment of a TIRZ to support it. Our community’s rural character and long-term well-being must be preserved. Together, we can make our voices heard and protect our community.
