Historically, many of these site managers came from a trade background, which enabled them to offer unparalleled mentorship and ensure the highest quality on-site. Yet, their invaluable contribution is now under threat due to recent changes in the CSCS scheme.

Starting in 2024, the Construction Skills Certification Scheme (CSCS) stopped renewing the Industry Accreditation (IA) cards, specifically affecting the Black Card holders. These Black Card holders, many with over 15 years of dedicated service, have been informed that they now require an academic qualification to continue practicing in their roles. This abrupt change disproportionately impacts those who have honed their skills through years of hands-on experience rather than formal academic channels.

The very essence of site management, which relies heavily on practical, on-the-ground experience, is at risk. By removing the IA cards without offering a viable alternative for seasoned professionals, we risk losing a wealth of practical knowledge and mentorship that can’t be replaced by academic credentials alone. This could further exacerbate the existing challenges the industry faces, such as a lack of uptake in apprenticeships and diminishing quality of construction output.

We urge the UK Government to review the current CSCS scheme and reconsider its drastic change regarding the IA cards. Specifically, we propose that individuals with over 15 years of service be granted a pass to complete assessments every five years, rather than being forced into obtaining an academic qualification. This balanced approach respects their years of service and experience while ensuring continued adherence to industry standards.
