Create a Recall Act in Ontario – Give Citizens the Power to Hold Elected Officials Account
The Issue
Democracy doesn’t end on election day.
Ontarians deserve the right to hold elected officials accountable throughout their term. A Recall Act would give citizens the lawful power to petition for the removal of representatives who no longer serve the public’s trust — fairly, transparently, and democratically.
Background
Ontario citizens currently have no legal mechanism to recall an elected official before the next scheduled election — even if that official has lost the confidence or trust of the people they represent.
In a healthy democracy, accountability should last for the entire term, not just during election campaigns. Other jurisdictions, such as British Columbia, already have recall laws that allow voters to initiate a petition to remove an elected official who no longer serves in good faith.
It’s time Ontario joined them.
Our Request
We, the undersigned residents of Ontario, respectfully call upon the Legislative Assembly of Ontario to create and pass a Recall Act that empowers citizens to hold all elected officials accountable between elections.
The Recall Act should:
- Allow registered voters in any riding to start a recall petition for their elected representative.
- Require a clear and fair percentage of voter signatures (for example, 40% of registered voters) within a defined time period (such as 60 days).
- Place oversight and verification under Elections Ontario to ensure transparency and impartiality.
- Trigger a by-election if a valid recall petition succeeds, giving voters the final say on whether to retain or replace the recalled official.
- Apply equally to all provincial representatives — including MPPs, Ministers, and the Premier.
We also request that safeguards be built into the Recall Act to prevent misuse, ensuring that it remains a democratic instrument of accountability, not a partisan weapon.
Why This Matters
A Recall Act isn’t about politics — it’s about trust and responsibility.
When Ontarians feel powerless between elections, confidence in our democratic institutions erodes. Creating a lawful and transparent recall process restores balance by ensuring that those elected to serve remain answerable to the people who elected them.
Accountability strengthens democracy.
Transparency restores faith.
Empowerment unites us.
What We’re Asking For
We urge the Government of Ontario and all Members of Provincial Parliament to:
- Introduce and pass legislation establishing a Recall Act.
- Consult with the public to ensure the process is fair, transparent, and accessible.
- Make Ontario a leader in democratic accountability.
