Many cases go unreported, and too often, offenders are able to repeat their behavior with little public accountability—leaving victims and future partners vulnerable.

Research consistently shows that repeat offenders account for a disproportionate share of domestic violence incidents. Advocacy organizations, including the Louisiana Coalition Against Domestic Violence, have documented that a significant percentage of victims experience repeated abuse by the same offender. This reality underscores the urgent need for a targeted, preventative solution.

A public registry for repeat domestic violence offenders, limited strictly to individuals with multiple court convictions, would serve several critical purposes. It would act as a deterrent by increasing accountability, empower individuals to make informed decisions about their personal safety, and provide law enforcement with streamlined access to offender history to improve response and prevention efforts.

This approach is not unprecedented. Other states have begun implementing similar registries—such as Tennessee’s recently enacted Savanna’s Law—demonstrating that it is possible to prioritize public safety while respecting due process and victims’ privacy.

We call on the Louisiana Legislature and the Governor to pass legislation establishing a conviction-based, public registry for repeat domestic violence offenders, with appropriate safeguards to protect victims and civil liberties.
