Connecticut Must Lead on Animal Protection—Crack Down on Abusers Now
The Issue
Animal abuse in Connecticut has surged by 37% in just two years, a distressing trend that deeply reflects on our state’s compassion and justice.
Connecticut already leads the nation in addressing the link between animal abuse, child abuse, and domestic violence—known as “The Link”—but far more remains to be done.
We, the undersigned, urge the Connecticut General Assembly and Governor Ned Lamont to pass stronger state laws that:
Mandate harsher penalties for animal cruelty, including significant fines, jail time, and revocation of licenses for offenders.
Ensure mandatory reporting of suspected animal abuse by veterinarians, animal control officers, and other mandated reporters—with no exceptions.
Support and fully fund the statewide cross-reporting framework between the Department of Agriculture (DOAG) and the Department of Children and Families (DCF), with additional training and staffing in all local offices.
Create a state registry of animal abusers, to track repeat offenders and prevent re-entry into roles of responsibility over animals.
Expand food assistance programs and veterinary support for low-income pet owners to prevent neglect that stems from economic hardship.
A strong, humane society cannot tolerate an increase in brutal behavior toward animals—especially when it’s connected to broader cycles of violence. Seventy percent of animal abusers go on to harm people, often in their own homes.
Connecticut has made progress. In 2024 alone, DOAG submitted 90 reports of suspected animal abuse to DCF, and DCF sent 107 reports back—triggering critical investigations.
But rising abuse and under-enforcement demand far more. We must act now to keep animals—and people—safe.
