Investigate and Audit the Pa-iwi System of DV Boer Farms, in aid of Legislation
The Issue
There are thousands of investors who placed their investments amounting to hundreds of millions (even billion) of pesos for agricultural-related services offered by DV Boer Farms with a guaranteed investment returns for a specified contract duration from one year to three years placement. Most of the investors are Overseas Filipino Workers (OFWs) who have entrusted their hard-earned money and life savings to this investment scheme and has gained momentum that kept the investments flowing in.
When the Securities and Exchange Commission (SEC) however declared that it is illegal for DV Boer Farms to solicit investments without obtaining first a secondary license, the payment of payouts to investors stopped. To-date, no secondary license had been issued by SEC to DV Boer Farms. When investors asked for the return of their capital (even without the profit), DV Boer Farms still can not return the investors' money. When the investors asked for the retrieval of their livestock (e.g. goat, cattle, chicken), DV Boer Farms was not able to release the livestock owned by the investors.
This petition seeks to have the audience from the Congress of the Philippines (House of Representatives and/or Senate) to investigate the investment scheme of DV Boer Farms, in aid of legislation.
There are lots of OFWs willing to participate in economy by placing investments in the Philippines, but are often becoming victims and on the losing end. It is quite difficult for serious investors to determine which is a legitimate investment and which is a scam -- DV Boer Farms is one example that requires audit and investigation. To-date, the operators of DV Boer Farms are still out in the market successfully evading the demand from the investors for the return of their money, with one-sided offers. The investors, most especially the OFWs are rendered hopeless.
If there are clear guidelines and laws on investing in the Philippines, particularly safeguarding the investment interests of Filipino Migrants and Workers, there would be an influx of investments coming from this segment.
