The Issue

We the people of the United States of America are granted the right to life, liberty, the pursuit of happiness and protection for all under the law. The current state of law enforcement and distrust in the competence of our peace officers and criminal justice system has become unacceptable and intolerable. Inequalities and atrocities in cases with minority citizens has risen to the forefront of public concern that is catalyzed by under performing police officers and DEA investigation. Trust in our public servants is a must in order for our society to prosper and remain united. Thankfully, technology and public outcry has enabled the people of this nation to witness, record, and expose the injustices, poor training, and mistakes among our police force and criminal justice system. With this data we have been given a great opportunity to implement real change that can and will assuage this tragic, intolerable, and broken system.   In this draft I will propose several ideas to jump-start the conversation toward a real world change in how our police officers are trained, reviewed, and supported. I will use modern technology, big data, and public input to effect these changes as well as call on our public servants to remember their oaths to protect and serve The PEOPLE. We must take action now to re-establish the purpose and trust of our police force. The fabric of our civil society is dependent on how we move forward. Please use this as a starting point to the greater conversation so that we can enact legislation and policy for real change. Proposal for the Law Enforcement Protection Act 1. A government regulated agency working with a civilian appointed board of directors will oversee police activities with regard to their interaction with the civilian population that they protect. This agency will work with DEA and FBI investigations of police action in civilian cases and they will be responsible for holding the standards of behavior for how the police will interact with the public. 2. An annual audit of police behavior and work will be created to assess mental condition, physical condition, real world tactics, review incident reports, and finally provide yearly addition training. 3. All police officers working with civilians must have a personal recorder that will record both visual and audio of every interaction. These recording systems will be a top priority and officers will not engage with civilians if this equipment is damaged or not functioning. Punishment for breaking this condition will be severe and is for both the officers and civilian protection. This equipment is more important than an officer’s firearm.   4. A government application and website will be created that utilizes big data and the public eye to create incident reports with regards to officers interaction with the public. These reports will be generated by the people and will be used for each officer’s yearly audit. Like UBER or Yelp if an officer is found to have poor interaction with the public, that has evidential support by an audit, that officer will no longer be a public servant and may face criminal charges. This application of technology and crowd sourced data will enable transparency and trust among the people and the police. Obviously, not every report will be truthful but this is why each officer’s recording device are necessary and mandatory. Each incident report will be cross referenced and reviewed. If the officer is operating as trained there will be no cause for concern with regards to untruthful incident reports.   5. Training for police officers will be on-going and competency for these training processes is mandatory for continued employment. This includes strict physical requirements. If an officer cannot physically perform his or her duties, without the use of escalated unnecessary force or assault of citizens, that officer will be suspended from duty until these requirement are met. 6. Officers will be required to undergo monthly psychological review and support. These men and women are under extreme stress and are exposed to traumatizing events on a daily basis. Support and review of their mental competency is necessary for the safety of citizens and officers. If an officer is found to be mentally unable to work with civilians they will be stripped of their firearm and put into a clerical position until a follow up psychological evaluation deems the officer safe for active duty and the responsibility to operate a firearm. 7. The criminal justice system will be audited to review the policies regarding personal individual crimes and violent crime. Criminals that are violent in nature will be scrutinized and paroled on a more strict basis. Personal drug use will become a misdemeanor and will be referred to government ran rehabilitation centers that focus on healthy practices, job training, and mental health. No longer will we fill our jails and prisons with nonviolent offenders, which crowds our criminal justice system and allow violent offenders to get paroled early and on our streets escalating violent behavior. These ideas are designed to foster a conversation for real-world change. They will cost money, but this is what our tax dollars are for. We must unite. We must take action. Prayer and protests are a great way to get attention, but I ask, attention for what? What are protesting for? What action do we expect our leaders to take when we do not present the ideas for change?
