Subject: Petition Concerning Unfair Waste Management Billing Practices for Ward 36 Soshanguve East residents
Dear Municipal Manager,
We, the undersigned residents of Ward 36 Soshanguve East, hereby submit this petition to formally express our grave concerns regarding the current waste management billing practices implemented by the City of Tshwane Metropolitan Municipality.

Over recent months, numerous residents within our community have experienced unjust, unclear, and incorrect billing for waste management services, including but not limited to:
Charges for services not rendered: Some residents have been billed for waste collection services despite not receiving them on scheduled days.
Unexplained increases: Several households report sudden, unexplained hikes in their waste management fees without prior notice or justification.
Duplicate or incorrect billing: Multiple residents have been billed twice or have discrepancies in their account details.
Lack of transparency: There has been insufficient communication regarding how these charges are calculated and why some residents are disproportionately affected.
Ineffective dispute resolution: Attempts to resolve these issues via customer service channels have largely been ineffective, causing frustration and distrust.
These issues place an unfair financial burden on Tshwane residents and undermine confidence in the municipality’s ability to provide transparent, fair, and accountable billing services.
Therefore, we request that the City of Tshwane take the following actions as a matter of urgency:
Conduct a thorough audit of the waste management billing system for the past 12 months to identify and rectify irregularities.
Temporarily suspend all waste billing collections until a transparent, fair, and accountable billing process is implemented.
Provide a clear breakdown and explanation of the waste management charges on all bills moving forward.
Establish an effective and accessible dispute resolution mechanism for residents to address billing complaints swiftly.
Improve communication with residents regarding any changes in waste management fees or service schedules through public notices and community engagement.
We, the undersigned residents, urge the City of Tshwane to address this matter promptly and restore the trust of the community.
We look forward to receiving your response within 30 days as stipulated under the Municipal Systems Act, 2000, and relevant consumer protection guidelines.
