The Issue
Please vote no on House Bill 1076 - Clean Indoor Air Act Add E-cigarettes Remove Exceptions. As a former smoker who was able to quit combustible cigarettes due to access to high quality vaping devices and products, I am appalled by this effort by the legislature.
This bill prevents renters from using their vaping products in their own homes. It prevents business owners from allowing employees to vape rather than take harmful smoke breaks. It takes away a proprietors right to choose whether vaping is appropriate in their establishment. Vaping is different than tobacco cigarette use because it doesn’t travel through ventilation systems into other units. In a June 2018 study in the Oxford University Press, vapor particles dissipated much more quickly than smoke particles. “ For e-cigarettes the particle concentration returned rapidly to background values within seconds; for conventional cigarettes it increased with successive puffs, returning to background levels after 30-45 minutes.” Faster dissipation prevents inhalation by bystanders.
Use in rentals and public spaces is key to reducing tobacco cigarette use. The New York Times reports that a year-long study showed, “e-cigarettes were nearly twice as effective as conventional nicotine replacement products, like patches and gum, for quitting smoking”.
