The Solar Carport Meeting Info Meeting, April 6, 2016 Speakers: Felicia Newhouse, Public Works Manager Russ Thomson, Public Works City Council Subcommittee: Mayor Pat Eklund and Councilman Eric Lucan Interim City Manager Cathy Capriola A representative from the Solar Company Presentation materials will be posted when they are added to the City's website. _____________________________________________ 1. Powerpoint presentation by Felicia Newhouse a. History of Seed Fund/Solar Feasibility Study b. Fifteen sites at Hamilton Pool and South Hamilton Park considered. c. Site 11- Solar carport at South Hamilton Park was selected over Site 9 - a ground mounted panel on the side of the hill above the solar carport site. It is referred to as Hamilton Pool site #9 in all documents. 2. Sites considered at corporation yard. It is a Feed in Tarriff. The electricity is fed back into the grid as opposed to the Solar carport which offsets the pool maintenance costs directly. 3. Site at Lynnwood Hill park was also considered. It is also a feed in Tarriff. 4. Photo showing solar carport during winter without leaves on the trees versus today. 5. Solar carport - comparison of Winter foliage versus summer foliage. 6. Solar carport - comparison with painted structure. 7. Comparison with a change in the roof pitch to be a flat roof of the solar carport. 8. Comparison with additional trees added. 9. Cost comparison of all alternatives. Public Comments: * The views of all the slides was from a distance and directly in front of the carport. It doesn't address the side view as you enter and exit the neighborhood. * The costs to relocate it to site number #9 are inflated because of additional trenching from Hangar Avenue. A resident pointed out that there is already electrical lines at the pool. That could not be confirmed by public works. However, residents were confused by the wording that calls this the Hamilton Pool site #9 when it is on the hillside overlooking the solar carport. *No alternatives were proposed for the upper parking lot of the Hamilton Pool. City manager Cathy Capriola stated that those sites are part of the Lands to Parks transfer and will be placed for sale to a developer. * The city will be drafting a survey of all residents on this issue but will not allow any members of the community (me or Joan Goode) to view or comment to make sure there is not a bias in the survey questions as with other recent city surveys. (Smart train). * The cost to remove the structure completely is $110,000 and includes a $50k rebate on the panels. Question: Will a scrapyard buy the steel frame? * Solar savings amounts are not adjusted for Net Present Value as they were when they went to vote for the council. This makes the savings appear larger than they actually are. * The homes in the neighborhood are worth much more than both the 25 year solar savings of 342,762 or $110,000 demolition costs. *Other costs not included in the presentation are maintenance costs, graffiti removal, repaint, or cost to replace an inverter in year 15 for a total of $15,000 ___________________________________________________ Next community meeting in May. The issue goes before Council in June. The date is tentatively set for June 21. Please save the date. We will need everyone at that meeting. Thanks to all who attended.
