My name is Karen Galeano and I will be sharing the story of my brother Julio Cesar Galeano's passing. My brother was an outstanding person, he had a big heart and was a hard working man. He was 27 years old, was working two jobs and was going to George T. Baker Aviation Technical College, which he would have been graduating from in December of 2015. He had a passion for motorcycles all his life and was an experienced driver. One Sunday afternoon, October 25, 2015, around 2pm, my brother was on his way to work on his motorcycle and was involved in an accident that killed him on impact. The accident was not my brothers fault as he was in his lane going straight and was cut off by a young man making an incorrect left turn (where there is a sign that clearly states DO NOT ENTER), leaving my brother with no time to avoid crashing into the car. The skid marks on the street of him pressing on the breaks of the motorcycle, attempting to avoid crashing into the car, is an obvious indicator of this fact. The individual driving the car committed at least 3 infractions which are as follows:

1.) Failed to give right of way at intersection causing accident.

2.) Failed to obey posted traffic device(for do not enter sign).

3.) Improper lane change or failure to ignore traffic device once more where double solid yellow lines were posted.

Apart from ignoring the infractions made by the driver, the authorities never did a toxicology test on the driver to see if he was under any type of influence, nor was he arrested or even issued a ticket. According to the authorities, there is a law (Missouri v. McNeely) that stop them from administering these types of tests. At the time of the incident, the police stated they found no probable cause to administer such tests. Isn't the death of a human being enough probable cause? Should there not be a law that urges the authorities to be more thorough, especially when there is a death involved? We can not live safely in our community where laws will not protect us. Instead, these laws protect the offender and not offended. For that reason, we urge and we plead, for this law (Missouri v. McNeely) to abolished and we beg that the authorities look more into this case and let justice be served. My family and I are destroyed by his absence and even more so that the police department failed to do their job and allowed a man to just walk away. The police may want to disregard this accident due to the stigma motorcyclists have for speeding but that was not the case in this accident. We urge you to sign this petition and join us as we seek for justice for his wrongful death. While it may not bring my brother back, it will give our family and his loved ones the peace of knowing that his precious life here on earth was not in vain and that his death will not go unpunished. My family and friends are seeking to gather support and pushing relentlessly for justice, in hopes that the police will do more for his rights as a human being. Mi nombre es Karen Galeano y voy a compartir la historia del fallecimiento de mi hermano Julio César de Galeano. Mi hermano era una persona excepcional, que tenía un gran corazón y era un hombre muy trabajador. Él tenía 27 años, estaba trabajando en dos empleos, he iba a George T. Baker, Aviación Technical College, que se hubiera graduado en diciembre de 2015. Él tenía una pasión por las motocicletas toda su vida y era un conductor experimentado. Una tarde, Domingo, 25 de octubre 2015, en torno a las 2:00 p.m., mi hermano estaba en camino a su trabajo en su moto y estuvo involucrado en un accidente que lo mató en el impacto. El accidente no fue la culpa de mi hermano por lo que el iba en su carril recto y fue interrumpido por un joven haciendo un giro a la izquierda incorrecta (donde hay un cartel que indica claramente NO ENTRAR), dejando a mi hermano, sin tiempo para evitar chocar contra el coche. Las marcas de neumáticos en la calle de él presionando sobre los descansos de la motocicleta, tratando de evitar chocar con el coche, es un indicador evidente de este hecho. La persona que conducía el coche cometido al menos 3 infracciones que son los siguientes:

1.) No pudo dar el derecho de paso en la intersección causando accidente.

2.) No se pudo obedecer dispositivo de tráfico Posteado (para no entrar en señal).

3.) Cambio de carril inadecuado o falta de ignorar dispositivo de tráfico una vez más en que se publicaron las líneas amarillas sólidas dobles.

Además de ignorar las infracciones hechas por el conductor, las autoridades nunca hicieron una prueba de toxicología en el conductor para ver si estaba bajo cualquier tipo de influencia, ni fue detenido ni siquiera emitió una citacion. Según las autoridades, existe una ley (Missouri v. McNeely) que les impide la administración de este tipo de pruebas. En el momento del incidente, la policía dijo que no encontró causa probable para administrar tales pruebas. ¿No es la muerte de un ser humano suficiente causa probable? ¿No debería haber una ley que insta a las autoridades a ser más a fondo, sobre todo cuando hay una muerte involucrada? No podemos vivir con seguridad en nuestra comunidad donde las leyes no van a protegernos. En su lugar, estas leyes protegen al delincuente y no ofendido. Por ello, instamos y suplicamos, por esta ley (Missouri v. McNeely) para que sea revccada y rogamos que las autoridades se vean más en este caso y dejar que se haga justicia.
Mi familia y yo estamos destruidos por la ausencia de mi hermano, y aún más por que el departamento de policía no pudo hacer su trabajo y permitió que un hombre se quedara libre. Le instamos a firmar esta petición y únete a nosotros en nuestra búsqueda de la justicia por la muerte injusta causada a mi hermano. Si bien, no podemos traer a mi hermano de vuelta a este mundo, pero le podemos dar a nuestra familia y sus seres queridos la tranquilidad de saber que su preciosa vida aquí en la tierra no fue en vano y que su muerte no quedará impune. Mi familia y amistades están tratando de reunir apoyo y empujando sin descanso por la justicia, con la esperanza de que la policía va a hacer más por sus derechos como ser humano. Nos gustaría dar a conocer su muerte por negligencia, así como para la seguridad de todos los otros motociclistas que comparten su pasión por el deporte.
