The Issue

Ontario's new law requiring recruitment firms to be licensed as of Jan 1 2024 - while noble in cause - has significant issues that will harm Canada's recruitment community.

  • The law is too broad and covers all recruitment firms even those that are not temp agencies and do not handle employee payroll
  • The new license costs are one-size-fits-all and do not take into account SMBs

This law is supposed to address the issue of temp agencies not paying workers fairly. In that case, it should solely target recruitment firms that pay workers directly on their payroll, not those who receive a commission from clients to source talent. 

The new costs are too high and should be proportional to the size of the agency/number of recruiters within the firm. This law will result in less choice in the market as small and medium-sized recruitment firms will be dramatically impacted, whereas large recruiting firms will barely feel the 25k LOC impact.
