The Issue

When my older children reached the age of 18, they had access to their junior trust funds, a moment designed to mark their entry into adulthood with financial empowerment. However, each of them has expressed that they felt 18 was too young and that they were not mature enough to make wise financial decisions. They believe that having access to these funds at 21 would have allowed them a better opportunity to plan their futures, whether they intended to invest in further education, purchase their first car, or start a business.

Currently, junior trust funds in the UK are accessible at 18, providing young adults with an influx of cash just as they are navigating this major transition period from adolescence to adulthood. While financial independence is critical, 18 is a time when many are still figuring out who they are. Studies have shown that the human brain continues developing well into the mid-twenties, particularly in areas controlling decision-making and impulse control. The National Institute of Mental Health reports that critical thinking capabilities, crucial for financial responsibility, are not fully developed at this age.

By amending the age of access to 21, or earlier if individuals apply for funds directed towards meaningful pursuits such as higher education or vocational training, we can empower young adults with the maturity and experience necessary to handle these funds responsibly. Providing young adults at 21 with the ability to make decisions after acquiring more life experience can lead to more beneficial and long-term financial planning. This approach motivates individuals to pursue goals that contribute to their personal and professional growth.

I call upon the Department for Education and financial institutions managing junior trust funds to consider this change in policy. It will better safeguard our youth's financial futures, ensuring they are equipped and in the right mindset to harness this significant resource.
