The issue

Residents of Frankston South are raising concerns regarding the proposed Vasey RSL Care Integrated Living Development at 85 Overport Road.

The proposed development includes multi-storey buildings reaching approximately 16.5 metres in height from ground level, with additional rooftop services, and located approximately 17-22 metres off existing residential boundaries. At this scale and proximity, the development represents a substantial and abrupt departure from the surrounding low-density residential area, which is predominantly characterised by detached dwellings of no more than two storeys, generous setbacks, and a landscaped residential environment.

We acknowledge and respect the important role that Vasey RSL Care plays in supporting veterans and older Australians, and we support the provision of appropriate aged care, affordable housing and community services. However, we are concerned that the scale, height and density of the current proposal are not appropriate for this location and are inconsistent with the established residential character of the surrounding area.

Key concerns include:

  • Excessive building height and bulk immediately adjoining family homes
  • Loss of residential amenity through overlooking and reduced privacy
  • Increased traffic, congestion, noise and safety risks on residential streets near schools and childcare facilities
  • Impacts on mature trees, bird life and an adjoining protected nature reserve
  • A development form that is inconsistent with the prevailing low-density, two-storey character of Frankston South

Local residents are not opposing development in principle. Rather, we are asking decision-makers to ensure that the development is appropriately scaled and sensitively designed, with meaningful setbacks, height transitions and environmental protections that respect neighbouring homes and the local environment.

We call on the Victorian Minister for Planning, Paul Edbrooke MP, and Frankston City Council to ensure community concerns are properly considered and to require that this proposal be refused or substantially redesigned to better align with neighbourhood character, residential amenity and environmental values.
