The Issue
We want the resident-sticker zone visitor placards to be revived and preserved as an option for residents who either can't or don't want to participate in the online "Passport" system.
Why?
Not everyone is tech-savvy
Plenty of seniors and others don't have computers/smartphones or don't know how to use them well, much less navigate the Passport system. This particularly affects seniors who receive home-health-care visits.
And the Passport system has had many reported glitches.
Placards are a simple, time-tested alternative.
Burden
Even if you are tech-savvy, the online system is obviously more burdensome than just handing a visitor a placard. And using the online system is time-consuming and takes away from the pleasure of a visit -- or important time with home-health-care aides.
Placards are cheap
The cost of stickers AND placards in the previous system was $3K. Placards alone would be less. The electronic system costs $31K per year -- 10x as much. So, placards could be revived for practically nothing in City budget terms.
This won't hamper enforcement
It's just as quick and easy for an enforcement officer to see a placard hanging from the mirror as it is for the Passport scanner to scan the vehicle plate.
Neighborhood awareness
Placards let neighbors know that the unknown vehicle on the street is a visitor. Among other things, this saves a waste of parking-enforcement time coming to check out a vehicle that's reported as possibly parking illegally.
Invasion of privacy
It's also an under-discussed fact that the present system is an unwarranted intrusion into residents' privacy.
Why on earth should you be required to share the personal info of who's visiting you and when -- either with the City gov't or a private company like Passport?
(You should check out their Terms of Service. Most people never read these things, but there's a fair amount of questions about their storage and sharing of your info.)
Some people will be fine with this; others not. Everyone should have the option, not be COMPELLED, as they are now.
