Bharat Ratna for R. N. Kao: Recognizing India’s Intelligence Architect

The Issue

Years have passed since the Gentleman Spymaster’s immense contributions to this country have remained largely in the shadows, with little recognition for the feats he achieved. The Gentleman Spymaster in question is R. N. Kao, the founding father of India’s intelligence wing, the Research and Analysis Wing (R&AW).

Following the intelligence lapses observed during the 1962 Indo-China War and the 1965 India-Pakistan War, India undertook a major restructuring of its intelligence framework. In 1968, R&AW was established, and R. N. Kao was entrusted with building the country’s external intelligence agency from the ground up. He went on to serve as its founding chief for the next nine years.

Under his leadership, R&AW evolved into a dedicated institution responsible for safeguarding India’s strategic interests beyond its borders. His landmark contributions include the agency’s role in the Bangladesh Liberation War and the integration of Sikkim into India.

Despite such foundational contributions, his work has remained outside public recognition due to the inherently discreet nature of intelligence operations. This has created a gap in how India acknowledges those who have strengthened the nation from behind the scenes.

This petition seeks to address that gap by urging the Government of India to confer the Bharat Ratna upon R. N. Kao. Doing so would not only honor an extraordinary individual, but also recognize the importance of intelligence and silent service in nation-building. We continue to reap the fruits of his work today through the institutions he built and the intelligence framework he helped shape. His vision laid the foundation for a robust intelligence network that continues to play a crucial role in safeguarding national security.

By honoring R. N. Kao, we also acknowledge the many unsung heroes whose contributions often go unnoticed, yet remain vital to the progress and security of our nation.
