Be the Voice of the Voiceless! Demand Investigation into Bangalore Drug Mafia–Police Nexus
The Issue
Across Bangalore, serious concerns are emerging about a dangerous nexus between the drug mafia, corrupt intermediaries, and certain officials within the prison and policing system. Reports and testimonies indicate that:
- Suspects are being released through illegal payments made via middlemen connected to officials.
- Drugs, cocaine, and other contraband are being smuggled inside prisons under official protection.
- Mobile phones and weapons are being freely supplied to inmates with the knowledge of insiders.
- Mafia networks are actively operating near colleges, pushing students into drugs, intimidation, and criminal traps.
This is not just a law-and-order problem — it is a direct threat to public safety, justice, and the future of our youth. When drugs and corruption are allowed to flourish inside our jails and around our educational institutions, society outside the walls also suffers. Those responsible for upholding justice cannot be allowed to act as protectors of crime.
Community Complaints
Through an independent reporting form, dozens of victims and families have already come forward to share their experiences. These complaints reveal a disturbing and consistent pattern:
- Families of accused being forced to make illegal payments through lawyer–police–intermediary networks.
- Reports of contraband (phones, drugs, alcohol, cocaine) entering prisons with insider protection.
- Manipulation of cases to favor powerful individuals, while silencing or threatening victims.
- Students near colleges being targeted and trapped by mafia groups, while accused individuals are released easily through bribes
These voices are not isolated — they point to a systemic failure and a mafia-like structure operating within Bangalore’s prison system and spilling into our communities.
Our Demands
We, the undersigned citizens of India, demand urgent and decisive action under constitutional and statutory provisions:
- Independent Investigation
- A court-monitored probe under Article 226 of the Constitution or by central agencies such as the CBI/ED/NCB into the drug mafia–police nexus in Bangalore prisons, police stations, and college areas.
- Suspension & Prosecution of Complicit Officials - Immediate suspension under Article 311 of the Constitution of police and prison officials suspected of collusion, pending investigation.
- Registration of cases under the Prevention of Corruption Act, 1988 against officers taking bribes from mafia networks.
- Departmental inquiry + criminal liability for any official found guilty of protecting traffickers or obstructing justice.
- Probe into police connections with drug mafias organizing crimes near colleges.
- Investigation into allegations of fake “settings” for money, where poor and innocent students are falsely framed as drug users or traffickers to extract bribes.
- Mandatory application of Sections 166 & 219 IPC (public servant disobeying law / corruptly making false reports) against such officers.
Anti-Contraband Prison Reforms - Mandatory compliance with the Prisons Act, 1894 and Model Prison Manual, 2016: electronic surveillance, body scanners, surprise checks, and accountability reports.
- Prosecution under the NDPS Act, 1985 of anyone — staff or inmate — found smuggling or consuming drugs inside prisons.
- Whistleblower & Victim Protection -Strong protection under the Whistle Blowers Protection Act, 2014 and Section 195A IPC (criminal intimidation of witnesses).
- Legal safeguards for students falsely implicated in drug cases — in line with Article 21 (Right to Life & Liberty) and Supreme Court precedents against custodial abuse.
- Accountability in College Areas - Strict enforcement of the Juvenile Justice Act, 2015 and NDPS Act to stop mafia recruitment and drug peddling around colleges and schools.
- Creation of Special Anti-Drug Task Forces in student zones, with mandatory community oversight.
- Use of Past Complaints as Evidence - All complaints collected from victims and families must be registered under Section 154 CrPC (mandatory FIR) and treated as admissible evidence in the investigation.
- Anonymous Student Reporting System ✅ Important - Establish a secure, anonymous reporting system for students to report mafia activity, corruption, or harassment near colleges. - Platform must allow submission of complaints, evidence, and witness testimonies while protecting the identity of the complainant. Reports must be forwarded to authorized authorities and treated as official evidence for investigation. System must comply with IT Act, 2000, Whistle Blowers Protection Act, 2014, and Data Protection/Privacy guidelines.
- Judicial Oversight & Transparency - A white paper by the Government of Karnataka under the RTI Act, 2005 on prison corruption and drug-related cases.
- Quarterly reports filed before the High Court of Karnataka, ensuring transparency and progress on investigations.
All previous complaints already collected from victims and families must be treated as official evidence to strengthen the investigation.
