I have sent the below email to the premier, housing minister, QBCC and QBCC Board today. Email the premier and housing minister to raise your concerns;

Good afternoon Premier,

I have been writing to your office and that of your Minister for over 12 months now and I am still yet to receive any response from you to the ongoing failures of the regulatory and legislative frameworks of the building industry that plagues Queensland homeowners.

In watching your address at the National Press Club on 18 February 2026 I have an array of questions.  In focusing on the building industry, I am perplexed with your housing and building address how you can continue to promote a narrative that "Queensland is ready for you".  Clearly we are NOT READY as the current QBCC Licence holders are ineffectively regulated for compliance to hold QBCC Licence's. For example:

On Thursday 19 February 2026, while in Caboolture, I was idle behind a work vehicle advertising STO Property Maintenance Group and QBCC Licence No. 15556565. Given my recent understanding of QBCC licensing requirements, I undertook some independent research into the company’s ABN and QBCC details, as an unsuspecting homeowner who may otherwise consider engaging their services.

The information I located raises several concerns:

  • The company’s ABN (13 691 400 898) indicates it is based in Victoria.
  • STO holds Victorian licence's in electrical, plumbing, maintenance and fencing.
  • The listed QBCC Nominee (Licence No. 1132460) is based in Gracemere, Rockhampton.
  • The business contact number (1300 183 796) with their office located at Yatala, Queensland.
  • I could not locate a QBCC licence held by the Director.
  • The Director has an ABN linked to Integrated Equipment Services, which expired on 3 October 2025.
  • I am particularly concerned about the supervision requirements under the QBCC licence.

If the nominee is located in Gracemere (approximately 10–12 hours from Brisbane), how can they effectively supervise works conducted in South East Queensland, as required under QBCC regulations?

When I contacted the company, the initial staff member was unable to clearly articulate the scope of services provided. I was then transferred to another representative who advised they undertake a broad range of work including mowing, plumbing, electrical, and kitchen renovations. I was assured that all work is completed by licensed and qualified trades; however, the supervision and licensing structure remains unclear. The QBCC licence shows no demerit points, yet the licensing framework appears to rely heavily on Victorian registrations and a remotely located nominee.

As a Queensland homeowner, this situation raises concerns about regulatory oversight, financial accountability, and practical supervision compliance.
Given the increasing movement of trades and builders across state borders, is Queensland adequately prepared to ensure compliance and consumer protection in such circumstances?  The Queensland building industry is not adequately regulated, does not protect the homeowner and the new implementations are further disadvantaging the homeowner.

I would appreciate clarification regarding:

  • How nominee supervision requirements are practically enforced when nominees are geographically distant from the works.
  • Whether interstate-based entities operating under a Queensland nominee structure meet the spirit and intent of QBCC supervision obligations.
  • What protections exist for homeowners engaging such companies; especially industry licences are not covered within Queensland.
  • How does the QBCC intend to deal with effective and mandatory regulatory requirements of QBCC Licence holders; when they can't effectively manage the ones currently licenced.

Thank you for your attention to this matter and I have provided some of the screen shots of the QBCC and ABN information for your perusal.

I look forward to your response.

Kind regards,
Michelle Holmes
