

Regulation of Illegal Pet Breeders through Police Raid and Legislation
The Issue
Most people buy pets as gifts without understanding the responsibility that comes with it. It is the demand that caters to the supply and the consequent creeping of such illegal breeders. Marketing of pets is an 800 Crore Industry in India. There are many breeders across the country who import, captivate, inject and breed puppies, kittens and exotic birds for commercial purposes. These pets are drugged and kept in the most inhumane conditions, resulting in many of them dying and most others developing health concerns. Poor veterinary assistance and unsanitary infrastructure, results in many pets dying. Since the practice of transporting animals without permit is illegal, they are heavily drugged and made to travel in gunny bags.
Although the Animal Welfare Board of India has a regulation requiring registration of breeders, no one follows the same and many breeders are found selling puppies through online forums such as Quikr, etc. There is a need to mandate stringent licensing, veterinary care and maintaining of records of pets. The Animal Welfare Division of the Ministry of Environment and Forest (MoEF) needs to issue directions to the State Governments to initiate raids and stop such illegal breeders to sell pets without requisite licenses.
