The Issue

Why This Matters:
In my recent podcast episode titled “Barrels of Silence,” I spoke about the heavy, unspoken truths that so many in Jamaica carry. Truths about abuse. About predators protected by silence. About justice delayed, denied, and disregarded.

This petition is inspired by the tragic story of Kelsey Ferrigon and countless other survivors whose voices have been ignored or silenced. I share my own journey of childhood molestation and healing through the Barrel of Silence podcast, where I break the silence on these critical issues and offer a path toward justice and recovery.

Every day, children in Jamaica are at risk of sexual abuse and exploitation. Survivors often feel silenced and justice remains out of reach due to lack of transparency and accountability. Without a public registry, parents, guardians, and communities have no way to know if someone with a history of sexual offences lives nearby. 

These barrels of silence are filled with the stories of our daughters, sons, sisters, brothers—violated and unheard. They are filled with the names of predators who live quietly next door, who teach at local schools, preach from pulpits, or coach in community fields, their past crimes hidden from public knowledge.

It is time to open those barrels. It is time to speak. It is time to act.

A Public Sex Offenders Registry is not about shame—it is about safety.
It is not about vengeance—it is about visibility.
It is not about division—it is about defending the vulnerable.

This registry will:

  • Help families make informed decisions to protect their children
  • Assist law enforcement in tracking repeat offenders
  • Deter potential predators
  • Show survivors that Jamaica stands with them, prioritizing their safety and healing

We Demand:

  1. A National Public Sex Offenders Registry that includes the full name, photograph, conviction details, and current location (parish/community) of anyone convicted of sexual crimes, especially those against minors and vulnerable persons.
  2. Accessibility: The registry must be free, searchable, and publicly available online, without barriers.
  3. Transparency: No sealed records. No secret plea deals. No protected predators.
  4. Timely Updates: The registry must be regularly maintained, with all changes in location, parole, or status reflected in real time and audited by an independent oversight body.
  5. Cross-Partisan Protection: Every Member of Parliament—regardless of political affiliation—must be held accountable for supporting this public safety measure. This is not about party lines; this is about the protection of lives.

Our Vision:
We imagine a Jamaica where the next generation is safe, where survivors are believed, where predators are known and monitored—not protected. A Jamaica that leads the Caribbean in courageous, child-centered policy, not one that hides behind bureaucracy and fear.

Let Barrels of Silence be more than a metaphor. Let it be the last time we bury our voices and ignore our pain.
