Ban the Hoons in Barangaroo

The issue

Residents frequently experience unbearable noise disturbances between late evening and early morning, especially on Thursday, Friday, and Saturday nights. Hooning activities, including racing and revving loudly, have become a recurring problem in this area. Many affected residents have reported that the disturbance travels even to high-rise apartments, impacting sleep patterns, mental well-being, and overall quality of life.

Beyond noise, hooning also presents a serious public safety and health risk. Reckless driving and street racing endanger pedestrians, cyclists, and other road users. At the same time, ongoing exposure to high noise levels is proven to increase stress, disturb sleep cycles, and contribute to long-term health problems such as anxiety, hypertension, and cardiovascular disease. Families and residents should not have to fear for their safety or their health in their own neighbourhood.

While we understand that current enforcement policies encourage reporting vehicle licence plates, this approach is impractical for residents who are affected during late-night hours. The disturbance often occurs suddenly and fleetingly, making it extremely difficult to record accurate details of the offenders. This logistical challenge leaves our community without an effective means to address the issue.

Given the severity of the problem, we are seeking the EPA’s assistance in enforcing noise regulations and mitigating this problem for the long term. Specifically, we are requesting the following measures:

Installation of Noise Enforcement Cameras:
We understand the EPA is currently trialling such cameras in other councils. We strongly urge that Barangaroo Avenue, Lime Street and Hickson Road be earmarked for the installation of these cameras in the future, as they would provide a practical and effective method for automatically monitoring and penalising riders with excessively noisy vehicles.


Enhanced Collaboration and Enforcement:
We request that the EPA work with police or other stakeholders to conduct targeted enforcement drives during peak problem times (after 10 pm on weekend nights) to deter hooning activities in this area.


Improved Reporting Mechanisms:
Develop and provide a streamlined process for residents to report noise and vehicle details. A simplified, accessible online platform or hotline would make it easier for affected residents to lodge complaints.
