The Issue

I am writing this petition because I am deeply concerned about the use of Flock cameras in Saint Charles County, Missouri. As a passionate believer in our God-given Constitutional Rights, I view the deployment of these surveillance tools as a significant infringement on our privacy.

On May 26, 2026 I gave a speech in front of the Saint Charles County Council speaking against Flock Cameras. That night, they voted unanimously for expanding LPR (License Plate Readers) Data Sharing with other municipalities. The day after, my speech that I uploaded to social media got 35,000 views. I was one of only two people that went up to speak against the Flock Cameras in the County in person.

Since this has exploded, I’ve decided that I want to utilize the interest and momentum that I’ve generated. That’s why I think that We, the People of Saint Charles, should propose a Ban on Flock Cameras in the County. I’ve drafted a resolution that could be presented to any County or Local Municipality, and all you’d need is a member to sponsor it and offer it for consideration. By signing this petition, you are becoming a citizen co-sponsor of what I am going to label as Resolution Number 17-76, in honor of our nation’s 250th anniversary, a resolution that would ban the use of Flock Cameras in Saint Charles County. The text is as follows: 

“RESOLUTION NO. 17-76

A RESOLUTION OF THE SAINT CHARLES COUNTY COUNCIL BANNING THE USE OF FLOCK SAFETY AUTOMATED LICENSE PLATE RECOGNITION (ALPR) CAMERAS AND SIMILAR MASS SURVEILLANCE TECHNOLOGY

WHEREAS, Saint Charles County and its municipalities currently deploy Flock Safety automated license plate recognition (ALPR) cameras, which capture and store vehicle license plate data, location, time, and other identifying information on a continuous, warrantless basis and share that data across a private networked database accessible to law enforcement agencies nationwide; and

WHEREAS, these cameras create a dragnet surveillance system that tracks the movements of every vehicle and driver who passes within range, without any individualized suspicion of wrongdoing, thereby infringing on the fundamental right to privacy and freedom of movement protected by the United States and Missouri Constitutions; and

WHEREAS, the mass collection and indefinite retention of location data on innocent residents raises serious concerns about potential misuse, data breaches, unauthorized sharing with third parties or federal agencies, and the chilling effect on First Amendment-protected activities such as travel to political events, places of worship, or medical facilities; and

WHEREAS, multiple jurisdictions across the United States have terminated or declined contracts with Flock Safety due to privacy risks, lack of transparency, and the technology’s potential for abuse in ways unrelated to legitimate public safety needs; and

WHEREAS, the Saint Charles County Council has a duty to protect the constitutional rights and privacy of its residents while balancing effective law enforcement practices that do not rely on pervasive, suspicion-less surveillance;

NOW, THEREFORE, BE IT RESOLVED by the County Council of Saint Charles County, Missouri, as follows:

Section 1. Definitions.

For purposes of this Resolution:

(a) “Flock Safety camera” or “Flock camera” means any automated license plate reader, camera system, or related technology provided by Flock Safety Technologies, Inc., or any substantially similar ALPR system that captures, stores, or transmits vehicle license plate data, images, or location information in a centralized or shared database.

(b) “County entity” includes the Saint Charles County Sheriff’s Department, any county department, agency, or commission, and any municipality or political subdivision within Saint Charles County when acting under county authority or using county resources.

Section 2. Prohibition.

(a) No County entity shall install, operate, maintain, contract for, renew, or otherwise use any Flock Safety camera or similar ALPR technology within Saint Charles County.

(b) All existing Flock Safety cameras and related contracts shall be deactivated and removed, and all associated data-sharing agreements shall be terminated, no later than ninety (90) days after the effective date of this Resolution.

(c) No County entity shall purchase, accept, or use data obtained from any third-party ALPR system that operates on a mass-surveillance model.

Section 3. Exceptions.

This prohibition does not apply to:

(a) Temporary, court-authorized use of ALPR technology in a specific criminal investigation pursuant to a warrant supported by probable cause; or

(b) Handheld or single-vehicle ALPR devices used by law enforcement in exigent circumstances with immediate probable cause, provided no data is stored or shared beyond the immediate incident.

Section 4. Enforcement and Penalties.

Any violation of this Resolution shall be considered a misuse of public resources. The County Council may direct the County Counselor to take all necessary legal action to enforce compliance, including termination of contracts and recovery of public funds.

Section 5. Severability.

If any section, subsection, or provision of this Resolution is held invalid, the remainder shall not be affected.

Section 6. Effective Date.

This Resolution shall take effect immediately upon passage and approval by the County Council.”
