Ban Cruel Puppy Mill Sales in Arizona — Protect Innocent Animals and Families
The Issue
In Arizona, pet stores are still legally allowed to sell puppies from large-scale breeding operations — puppy mills — where mother dogs are kept in cages and bred until they break. These dogs often live without clean water, solid flooring, vet care, or even human affection. The puppies are sold in Arizona storefronts, their suffering hidden behind sales pitches and spotless display windows.
Worse, when Arizona cities passed local bans to fight back, the state overruled them — siding with the puppy mill industry.
States like California, New York, and Washington have passed full bans on the retail sale of puppies. These laws are working. They reduce cruelty, protect consumers from fraud, and encourage adoption from shelters.
Arizona should follow their lead. Families across the state have unknowingly brought home sick or traumatized puppies from pet stores. It’s time to stop letting pet businesses profit off of abuse.
We call on the Arizona Legislature and Governor Katie Hobbs to pass a statewide ban on the sale of dogs, cats, and rabbits in pet stores. Instead, stores can work with rescues and shelters to help save lives — not exploit them.
